Godard's films were banned in the USSR starting with Breathless, so I don't think he would have gotten a visa to go there, especially after he pointed out the absurdity of the Soviet Union in La Chinoise, Tout Va Bien and in other movies. The US to this day bans members of communist parties from visiting the US, but I guess Godard never joined one, or they didn't know about it if he did.
