Responsiveness (which this tutorial focuses on) is an aspect of accessibility, no? What specifically do you mean by "performance"? In our experience Framer sites load fast.
I think because there just isn’t much you can do. Other than use good contrast, use your img alt tags, and make sure links are accessible

Do Framer have Flexbox and Grid?
Yes, there are options under Layout called stack and grid. Stack is basically flexbox and grid is, well… grid.
