You on your own could be perfectly in tune, but if the ensemble is all out of tune together, then you’re really the one that’s going to stand out as out of tune. You tune with your ensemble, unless you need a reference when giving a tuning pitch, you should never need a tuner at a large ensemble rehearsal

Tbh I'm in a symphonic orchestra and it happens very often that the winds have to do nothing because the strings are messing things up so we're on our phones quite a lot.
Our 1st flute brings a book with her and starts reading as soon as the strings have to rehearse anything separately 😂 The brass is often also neglected in classical pieces so yeah, we're just vibing in the back.

I used to substitute teach. This is kinda funny and satisfying to watch, but it was also the wrong way to handle it. You undermine yourself as an authority figure, and you've changed the focus from, "student violates classroom procedure and is disciplined accordingly," to, "teacher destroys students' property."
Give one verbal warning along the lines of, "I need all phones put away and eyes up here." Don't use a casual tone, because you want to be clear in your intent. If the phone comes back out, tell the kids to start playing through something on their own, then go up to the student and take the phone. If the school has a policy, have the phone sent to the office for the student or their parent to pick up. Call home either way. This can be enhanced with a detention if need be, although if this is the first time (I'm guessing not), that's probably not necessary.

Oh I have a story for this
My freshman year of highschool, and since we have a school with about 2400 kids there are a lot of kids in music and performing arts. My school has multiple levels of band and orchestra I was playing 2nd violin at this time. The teachers like to gather the chamber orchestra and advanced orchestras along with the jazz band and wind ensemble to do a symphony. We were planning/practicing as a very large group for a consort the day. It is also important to note there were some kids skipping class in the auditorium that day. As we are playing the orchestra teacher stops the music and asks one of the students in the seats in front of the stage to turn off the volume on their phone. Keep in mind the orchestra teacher is best described as a fluffy Irishmem and just a very nice guy. With that in mind after he told the student to turn off their phone we resumed playing. About 15 minutes later we stopped again and he asked nicely again then we resumed playing. About 10 minutes later he silently stops the symphony. He swiftly walked over to the student and in a tone no was ready to ask the student for their phone. Keep in mind that during all of this the whole symphony was pen drop quiet. He took the kids phone and walked up to stand and we resumed playing with the hairs on the backs our necks still standing up. I have never seen him do anything like it since and I hope to never have to.
At the end of the day in the chamber orchestra he said he never meant it to be that sharp but it was an in the moment act instead as he was very stressed. So yea people don't have your phones out or you may make the nice teacher mad.
(Ps: sorry for the wall of words)
