Difficult to tell. Normally both sexes get errected 'dicks' while greating each other. In that case you could differentiate by the tip of the dick. A male's penis would be more pointed, while a female's pseudo-penis would look rather blunt.

No, its just a normal greeting ceremony. Hyenas do that pretty much every day when they meet another hyena that wasn't around for some time.
