Think a huge part of what makes characters like Lei so annoying is the repetitive obnoxious noises they omit whenever anything happens. Has them come off as a joke/troll character when they aren't exactly meant to be. As much as I can't stand him though, it wouldn't be right to leave out a unique character that's been in every game since T2 over online statistics. I'd be butthurt if my (legacy character) main got dropped just because they're not used often or integral to the story. The closest thing we have to Jackie Chan in Tekken.
Let's be real, Tekken without Lei Wulong feels like Street Fighter without Chun Li. It's still fun and the new characters can be neat, but it feels . . . . wrong.
I don't think Lei deserves all the hate he receives. I know that people haves struggles when facing him, but the fact is that his whole moveset can be predicted, plus he's very risky, you can explore a lot of openings in his combos.

I imagine he isn't top tier because he's so complicated that optimizing him is very difficult. His simpler moves are banking on players not seeing him very often, but if he was a more popular character he wouldn't get away with it as much
