Forcing a better qualified student to attend a lower level school to admit a lesser qualified student harms the better qualified student and the school.
I'd recommend abolishing student loans/tuition/financial aid and mandate colleges offer income based payment plans after graduation, say 10% of income for 10 years. In this way, colleges will bear the financial consequences of offering low-value degrees to academically weak students and reap rewards for offering high-value degrees to qualified students.
