It's a musical - that's how musicals work in general (it is not just Disney). After all, do people in real life suddenly break out in song (with full band or orchestra accompaniment,, no less!) and dance?! Of course, in a musical about music, some of the songs are direct part of the plot - but even then, not all are. More than anything, a song like this one is telling you what the characters are THINKING. (If you prefer, you can just say she's being inconsistent because she's wrestling with her heart, and so having trouble carrying through her 'don't waste any time' plan.)
