Raiden just kept stepping in to protect Earth which is his job and interrupting her plan and it took him multiple timelines apparently to beat her by merging with Liu Kang. It's also because of Raiden why Liu Kang is as powerful as he is and able to Reshape the universe. As far as the multiverse stuff, technically that was Liu and Shang's fault with their fight literally tearing reality and times fabric though not done on purpose, their fight just created the MK multiverse(though one could argue there was Kronikas already which lead to Injustice crossover and everyone guests in MK 11 but I digress lol). What's interesting now is Liu knows what Raiden had to go through lol.

She appears and says "Once again the Thunder God has upset the balance of history" She was probably aware but until that point his changes didn't concern her my guess which was confirmed by Cetrion in the MK 11 story. She tells Raiden "The decapitation of Shinnok was the tipping point" when light past Raiden asks her and seeks counsel from the Elder Gods part, referring to his future Darker self taking more extreme measures to protect Earthrealm.

That rain and thunder version of the Teahouse stage looks SO GOOD! And these new skins look so FIRE! And speaking of, Liu Kang just did a Kamehameha! I love Invasions so much, and this season is gonna be amazing just like all the rest of them!
