The hair is from one of the ability outfits later in the game, but I'm not sure where the dress is from.

The dress is from a side quest I believe; I think it was an inspiration one where you have to wear a certain item!

you can get the sketch for that top by doing a kindled inspiration quest! the quest is from Velly found at a little pond by the bug catchers cabin waypoint
its called a hundred daisies and the crafting materials are 100 daisies and some string haha
