Also tarps can be issued so that persons can remain in their homes if the walls are still standing. This will allow for person to be sheltered from the elements. Of course water is also vitally important.

Where are all the Cruise Ships Companies that extracted Billions of dollars from the Caribbean Countries over the decades. Why don't they send some cruise ships to all the Islands now with food, water and accommodation for the people during this time of need. Surely they are in a position to help, Cruise Ships are fully equipped with all necessary supplies supplies .

I have visited UNION Island twice in the past and both times it was a slice of Heaven in the Caribbean.

A good example of that is Maui Hawaii. After the nasty wildfire they are rebuilding homes with wood.
Not everyone can afford concrete homes.
