Payer is an interchangable term used for insurance companies, can also be called carrier, in case where the claim is a self pay claim then payer is the member who is going to pay the claim
You are incorrect. The payer is infact the insurance company who is paying the bill. Anything the insurance does not pay is then the patient responsibility, usually due to contractual obligations as per the members insurance plan.
