it says right after: he means "by 6 ,by 8" so if you have seen the figure measured in 7 heads 8 heads thats what he is reffering to, which is good place to start, but i think he has gone deeper than that, so basically learn the proportions big to small , the head measurement to start with , then slowly get smaller, how long is each limb, then the thickness of the limbs etc, basically learn this so well that its by heart
i think he just something else. and start way to early with good attitude. i mean who would study prespective and keep asking question bout proportion when he still in elementary? :)
