Well, pirking while it says 'movement in the bottom layer' might still target ground fish such as Halibuts or European Anglers, etc. But a more effective way to target the fish that literally sit on the ground is jigging. You can jig the pilkers as well. It doesn't necessarily need to be soft lures, but in my opinion soft lures are better for jigging. To jig in the sea, you don't reel. Cast the lure as far as you want and let it sink to the bottom, then just raise the rod as when pirking and leave 4 seconds between each raise. Then 'Jig-Step' should pop up over the 'Movement in the bottom layer'. This is a great way to farm the fish, which are only on the bottom, easy trophies of Shorthorn Sculpin, etc. Note that it might not work when the wind is too strong and your boat gets pushed towards the way you cast your bait. That will cause the line to loosen, and you won't be able to effectively jig the lure.
You can pirk diagnonally, to cover more area. You can cast out, say 50m, leave the reel open so that it hits the bottom under where the lure landed. Then, after it's on the bottom, you start pirking. It will slowly 'jump' into a vertical position beneath you, step by step. If you still don't have a bite, you can just keep pirking vertically. You can pirk while it's in the bottom layer, you just have to keep the slack reeled in. If you cast far before pirking, you will occasionally have to reel in a little slack, maybe a quarter-turn every now and then. There's a good illustration in the guide on the forums, that shows the movement. I only pirk directly under the boat if I'm targeting something I found on the sonar, otherwise I cast at least 30m so I can cover a wider area.
I did the testing on what you say, did a trow 20m and 40m. Closed the bail, it took 20m 8sec and 40m 15 sec to start pirking. So diagnonally does not seem to work.the further you trow the more time it take to go to the vertical point.But its does not mean you pirk on a greater area. Did a test on calm water 20m 4sec 40m 8sec.

do i need a venga minimum for my first setup or can i use some cheaper reels?
You can use cheaper ones, I fish here on small fish with a 22kg line.
You can use imperial i personaly use it and its pulling big oll cod no problem
i used my beluga nargas for about 1500 fish before upgrading. xD did have to alt + f4 about 10 times lol
