Mines definitely need a damage boost. I tried to make them useful by putting a couple on the rear of one of my salvaging ships to do damage while they run from pirates. However, they didn't much more than damage the outer layer of the ship.
plowing straight through a big minefield will tear a ship apart in seconds, shielded ships especially but even a ship with a large armoured front. But well, forcing a ship to enter a minefield is hard... they are only effective when your ship also has long-range weapons (like rails) to punish ships trying to disengage, or if your opponent is not paying attention.
If you have enough mines you can kite around laying down an absurd amount of mines. i made a mine wall that pretty much can kill anything in the campaign it can even outclass most 3m vehicles funny thing about mines is they blow up some projectiles as well. So you can kinda use them like flak. Mines also have the greatest range since you can just place and run away. Against players not the greatest but against bots the best.
I think the problem is more ammo supply on the mine layer. It runs out way to fast. It should be just saturating the area with mines. I've dabbled a bit with mine laying and they tend to spread out their damage too much as there is no way to focus them. So they seem best to just dump a ton down and force you enemy to want to close the distance with some other long range weapons like a railgun or missiles.

Mines don't do anything. They need to be magnetic and detonate much harder. Also Zamako's laser setup is amazing. love it.
I think they need to add a turret version of the heavy laser cannon. Its pretty weak aswell.

Money and space was better spent on more engines to just be faster than the pirates.
