As a software developer I am encountering this issue for an application I wrote. My application works fine in a Windows 10 as "single-instance only" type app, but in Windows 11 it always thinks there is an other instance already open and so my users are unable to use my app. It seems that Windows 11 is denying my application permission to create a either a system mutex or a locked file which is a standard technique for creating "single-instance only" apps. So far I am unable to figure out the reason why. This video is interesting, because it shows many people are experiencing the "enhanced user experience" of Windows 11. (sarcasm)
