they are both owned by Mattel. so they have access to the same moulds and painting equipment

Not entirely. The two brands don’t share casting molds ever. Their factories are also in totally different countries. Hot Wheels are made in Malaysia and Matchbox are made in Thailand, so sharing anything isn’t as simple as you would think.
