What does ths swapping load outs do in phase 1?
If you look at the beginning, while he's sharing the 2 loadout screens, he's essentially transitioning from his utility mods, to mods for optimizing his DPS strategy (e.g. targeting, reload/dexterity, solar surge x3, etc.).
You're pretty good. Play often?
Nah he needs to be sealed away hes too powerfull
