Something tells me that Bison normally had the resources to resurrect normally but because everyone in SF5 had enough of him and Ryu using the Mu no Ken. He wasn’t revived properly.
World Tour explains it pretty well. New Bison's body activated as a contingency plan when OG Bison lost his then current body but it was an incomplete body which is why the psyco power it wields is unstable and spilling out. You actually encounter the original Bison's spirit at one point and he's visibly upset about this new body acting as him. New Bison ends up absorbing OG Bison's spirit and presumably his memories. Based on the dialogue of the Shadaloo scientists who witness this, it seems this was always the plan because OG Bison is basically back as they have the same goal of world domination. He even has us search for Vega and Balrog, who seem aware that this isn't the Bison they knew but express willingness to return to Shadaloo under new Bison. Balrog actually considers working for Ed's Neo Shadaloo.

JP doesn't seem bothered in the slightest by the thought of Bison fully resurrecting. This, combined with the fact that JP was allegedly granted Psycho Power by Bison by merely asking for it, makes me wonder what kind of relationship the two if them had exactly. I hope Capcom is going to explore it properly, moving forward.
@@Brandonweifu More Slice of Life-y than story for most characters, but it still does have plenty of lore in it. Would still like it if they released a Story Mode where you get to play as the characters instead of yourself though (like SFV!).
@@LeGuardImperialis There have been instances where the Shun Goku Satsu has been said to deal damage equivalent to the sins you have committed, and the more evil you are, the more fatal the damage. As you can imagine, Bison is a prime candidate for its wrath, and pretty much every time Akuma encounters him, he tries to pull one. In fact, Akuma's very first appearance ever has him using it on Bison.
Amnesia is secretly led by JP tho and he still seems loyal to Bison, although maybe the power he's gained in Bison's absence will have gotten to his head.
JP is the type of villain that prefers to avoid conflict if he can, plus he doesn't seem to have the same goal as Bison; he'd rather stay in the shadows and profit off of others' misery than outright try to take over the world. So Shadaloo's return could actually be to JP's benefit; it'd distract the heroes from Amnesia's machinations. But we'll see how it goes.
With M. Bison back, I'm guessing there's going to be a World Tour Expansion somewhere down the line in the future with Ken being the main focus on the story instead of the avatar so he can learn the truth behind JP's motives following the Nayshall Incident, and also the return of Shadaloo.

With Bison and Akuma in the game, I'm thinking of a mode for Arcade Mode called "Standard", where it's a traditional arcade run with the final boss depending on how well you did. "Story" is like Alpha 2's arcade run with your rival as the final boss.
It seems someone needed to obliterate his soul altogether to make sure he stays but knowing Capcom, they'll never have another compelling villain as good as Vega ever again
