    Globalisation
    challenges us to defend our position in the international community
    through innovation, knowledge and entrepreneurship. On many occasions in
    recent years, there has been a functioning national innovation system.
    In globalisation, however, high levels of knowledge have become the key
    strategy of an increasing number of countries. This forces us to further
    develop our innovation system. Here, too, the importance of lateral
    thinking is emphasised, as it should play a significant role in

    Finnish
    society has been built over the past decades to be system-oriented. As a
    result, the operating culture looks for practices that emphasize the
    management of things. We still easily turn our eyes to institutions, not
    people. This is also reflected in the definition of the national
    innovation system. Officially, it is most often associated with
    education, research, product development and technology. In this case,
    the perspective of companies and networks remains thin. New innovations
    arise from people's desire to create new things, find better and conquer
    the world. The system must support and exploit this basic human will.
    For the future, there is a huge difference between a Finnish innovation
    system that smells and tastes like bureaucracy or dynamic and

    The
    development of the administrative and legislative aspects of the
    innovation environment certainly plays an important role. This also
    supports lateral thinking. The development of the operating environment
    must primarily remove barriers to innovation and develop incentives.
    International competition forces us to focus on an ever-improved
    understanding of innovation. In this case, we are talking about the
    development of both private and, in particular, public sector

    Regions
    and businesses must now be able to continuously increase their capacity
    to innovate. Broad-based cooperation, guidance of related processes and
    the creation of structures is a major challenge that cannot be created
    without responding to effective innovation systems. We are at a stage
    of multidimensional reform that calls for reorganisation in physical,
    functional and mental structures. (Committee on the Future, 2004, 5)
    A
    dynamic complex innovation system can suffer from a wide range of
    shortcomings. They can relate to any part of competitive development:
    production resources, technology, organisation, markets,
    internationalisation, institutional environment, administrative
    regulation - or the resilience of the innovation system as such.
