Do you spread out your industrial zones, or do you just put them in one place? For an example. You would keep all of your industrial zones touching each other.
Now lets go over housing costs. If your sims are complaining about housing costs, then it probaly means that the houses are too expensive or the houses are cheap o deluxe. It doesn't have to be houses though. It can be apartments. Check you land values. If most of your landvalues are low, then it could mean that the sims find the houses are cheap o deluxe. If alot of your land values are too high, then your sims find the houses too expensive.

You should just be glad that the residential zones are far away enough from the industrial zones. That the pollution from the industrial zones would never enter you residential zones. Take a look at the map for pollution.
