    The moment arm reduces the effective force of the actuator at the shear line though. This does require less stroke of actuator as a benefit.
    With the CNC you could have cut teeth on the perimeter to mesh with a cheap gear-motor, with a plate that swings in a fixed arc like you show in this video, or a full 360 degree rotation. Or 180 degree rotation depending on the stops/sensors you use.
