Solid analysis. Seattle is naturally extremely beautiful and has a much stronger economy, but it is a fairly depressing place to live 7-8 months of the year. San Diego is fantastic place to live all year around. I would also value proximity to Vancouver and Portland a lot higher than proximity to Tijuana and Los Angeles. Seattle is more Asian, and San Diego is more Latino. Pick your poison. In my personal view the superior weather always wins. Looking forward to the NHL/NBA in San Diego, which will finally tip the scale in SD's favor for good.
I agree with your analysis having been to both cities. You didn't touch on the Homeless issue, which is big in both cities. You didn't mention anything about the public transit system, which was good in both cities, Both have a Light Rail system and Seattle also has a downtown tram going to the space needle. For myself, I would give the advantage to San Diego because of the weather and the proximity gateway to Mexico. Many Americans live and pay less rent more economically in Tijuana Mexico and cross the border daily to work in San Diego, this option is not possible in Seattle.

I am definitely moving to a city close to seattle as soon as I get my B.S. everything is so insanely expensive and I don't even care about the weather as long as it isn't too cold or hot and let me tell you san diego has been getting hot recently. I like the rain and Washington seems like it isn't hot or that cold so it is perfect and significantly cheaper housing and taxes. I live close to san diego downtown like 50miles and the prices are the same. Cities 50 miles within seattle area has insanely cheaper cost of living prices and you can still drive to a big city if you needed to. I am taking advantage of free community college and cheap of free health insurance for low income people in cali. Otherwise I would have already left.
