Tabata wrote off on a lot of things, but he didn't necessarily draw out all the details of every sketch. At a minimum he probably at least sent simple black and white sketches but there's a chance the finer details and colors were added by the anime production for variety. I won't totally write off this anime's cannon potential though because all the main directors went through painstaking lengths to keep filler to a minimum and make whatever filler did go in be checked off by Tabata himself. I don't know if this decision was the studio, Tabata, or the directors, but even the huge amount of filler for the timeskip clearly fits in. Not all of it was written by him but his fingerprints are on multiple episodes and the Devil Banisher arc for sure.
When ever I watch these theoris , i feel that Writer : oh yeah they are these people are comming up with new ideas. Now let's mix 2 - 3 theoritical pllots together and the story is ready😅

Julius was already so broken that dying was just being temporarily nerfed. Adding time travel would make him waaay too OP - plus it would cause a causality headache. At most I could see them allowing him to jump forward in time but no backwards, not unlike the Toki Toki no Mi of One Piece.
