This is a nice spin on the technique. Alternate way (for a time crunch) A shape layer (rect) with roughen edges, turbulent disp. etc. (whatever sor the look you want) Animated scale and posterize time. throw it in the essential graphic with whatever controls and BOOOOOM....... Highlighter cheap
I think it might be a bit too much work just for a highlighter effects, although I wish I had the time to do it all at my job, but it’s a really great workflow and process that has a lot of potential for other uses. Excellent tutorial, might try this on the weekend!

What's great about it is once it's done, you never have to do it again.
