    Kindly make a video on employment of mental illness disabled people, Job reservation provided under RPWD Act, it's implementation etc

      Dear sir, Kindly refer (you may read) the Indian R.P.W.D. Act 2016 it is very weak and discriminatory . It recognises 21 types of disabilities.For Government sector jobs it's classified into 5 main categories -
      (1) blindness and low vision; (A)
      (2) deaf and hard of hearing; (B)
      (3) locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy; (C)
      (4) autism, intellectual disability, specific learning disability and mental illness; (D)
      (5) multiple disabilities from amongst persons under clauses (1) to (4) including deaf blindness.(E)
      Three of these 5 categories of disabilities recieve 1 percent of reseservation each and the 4 th( D) category has been merged with the 5 th (E) category and together given 1 percent reservation , although the 4 th (D) category should independently get 1 percent reservation since major population of disabled fall in this category . And above all this the major problem is that even the act which exists seriously lacks implementation for 4th (D) category in most of the institutions and this act is vulnerable to loopholes being exploited by many. Union Service Public Commission of India has not given reseservation for 4th category
      On this issue we want intellectual & moral support with discussion to fight against this discrimination.

      Kindly consider my appeal on reservation for the PWD, 4th category(category : D) which includes mental illness. People suffering from the mental illness may have extra ordinary power/intelligence for example Nikola Tesla, Charles Darwin ,Albert Einstein, Abraham Lincoln, Isaac Newton,and many unknowable personalitie were severely suffering from O.C.D./Other mental illnesses, so l request you to please..............................................Kindly look into the matter as PWD Act 2016 provide the reservation to Mentally ill people. UPSC & most of the recruitment agencies of India have not applied it and excluded this category ( Further in 2021 identification for the post for M I (mentally ill) have been (defectively) done by central government ) Excluding one category (4th) of disability from the main 5 category of disability is against the intent of UNCRPD , RPWD Act 2016, Right to Equality and also against principle of Natural Justice .Please respond and help to resolve the issue & send acknowledgement .
