the reason the watcher was confused was that was Multiversal Ultron which got all the stones and causes problems for various universes so it fooled the Watchers' sight due to him not being from that universe.
This was my first instinct too, but I do think that Ultron could have easily accomplished so much in this universe simply because Thor & co were distracting everyone from the real threat. Like, wouldn’t we have seen Iron Man if Tony wasn’t off making a supervillain? This seems like his scene
