My guess is that "you can", but I'll ask anyway: can you forward 9P over something like a TUN/TAP tunnel? I personally hate built-in encryption in protocols because (a) you're then mandated to bring this encryption into your implementation instead of just connection through a trusted channel and (b) it is gonna be outdated, which means your protocol and implementation will be outdated, which means instead of switching to another tunnel or fixing it you're gonna fix the protocol and all of the implementations of that protocol.
