It is the shadow cabinet's responsibility to scrutinise the policies and actions of the government, as well as to offer alternative policies. He uses that line to reference the previous 2 lines about the government not being trustworthy.

The story of that mining meme was cute but replace that picture of being so close to the gold to one that shows there is no gold anywhere in sight and you have a different lesson. One of digging a hole so deep and getting so tired you don't have the energy to ever get out again. That's not a life lesson people like hearing but it's equally true. So good look to all you prospectors in life still digging. I hope a reward is actually close for you.
