That's the way the essay made it sound. The reality is that they intended to let everyone OUT instead of having bail.

Billion dollar big box stores can easily afford to hire more security & change their entry/exit system. I feel there’s something else at work here, like slumping profits from losing customers to the dollar stores that also added grocery, and to online shopping. And to inflation hesitancy toward buying, which are all happening. Americans are buying as little as possible and have been this way all year. Not to mention the stock market value is more important to big corporate than feeding & clothing a community, so when sales stagnate and stock dips they will try to downsize to look like they are still successful. It would have been better for towns to keep their small businesses and not allow the big boxes to build. Including that small business owners live in town, not elsewhere so the money of all involved also is spent in town. Now instead you have giant empty buildings with giant parking lots and its all just going to sit there and rot.
