There are more canvas backpacks in the world. I found one near the Government Rationing Centre, Northwest of the Tower of London. There are others, too.

I think I saw the option to mod the other backpacks to different fabrics at an armour bench.

Not quite. It's just an aesthetic change. They are different equipment with different weight values.
