Yes it is their fault police caused him to run away if you going to pull people over they need to go on patrol 🚓 with 2 cars instead of one goof smh they don't do that and some times they go on patrol because they are understaffed and aren't fully funded which is the government fault since they pay for the police so by them being cheap we the citizens got to pay since we are collateral damage so no it's not all the criminals to blame the police have a lot of blame. She was killed and the driver was speeding, in her case, too. She didn’t really even have time to process and react. It happened that fast. Some things are unavoidable.

I'm arguing that your blanket statement regarding punishment is unreasonable and not what would be considered just by American legal standards. If we applied your logic to all criminal acts, then people would undoubtedly be subject to penalties that may be in excess of the crime committed and with no regard to mitigating or aggrivating conditions.
