Yes, you are right. Later on I realized that it was cycus rumphii which is called queen sago and cycus revoluta is known as king sago. Although there is a little difference in their appearance, they both belong to the same family, i. e. Cycads. Their grow and care requirements are similar.

It may happen sometimes that the plants don't respond as per your expectations. It is also not necessary that they will produce leaves twice a year. You should not worry for that.

You can spray neem oil or neem-garlic extract on a regular basis to prevent such problems.

I think, it may go dormant in coming months. In winter, there is hardly any growth. Perhaps you may have to wait till Spring.

Don't apply water frequently. Trim out the damaged stems or leaves and repot to a fesh soil which is well drained.

A well drained, rich in humus and light textured soil should be perfect for all kind of palms.

Hot air draft or over watering, or over fertilization, or fungal infections, or scale infections might be the causes.
