The electric smoke upgrade is my preferred choice for the 2nd upgrade. You get 4 of the things, it melts pilots, it does pretty good damage to titans and can be both a defensive tool or offensive. And it's pretty good on area denial too. I personally use it to punish ronins who get to close. Plus you pop all 4 of them at basically the same time which stacks the damage.
The best thing about monarch is the rearm, use 2 of your dashes against a titan rearm, energy siphon, rocket salvo, aim your Xo-16 at the critical spots and shabang. (Wtf is a shabang..)

survival of the fittest is by far the best if you have emergency battery on. But be careful STRONGER CHASSIS WILL NOT WORK IN DOOMED!!! You will not receive any extra health and it won’t update your normal health bar to sustain more health. Monarch is one I hold dear to my heart for it is a survivor through and through and best represents the indomitable human spirit.
I only play monarch to make the ronin watch me parry his sword and beat him to death with my fist using superior chassis (real story i 1v1 my friend who was a ronin main and instead of gunning him down like an animal i promptly gunned him down like an animal untill i unlock superior chassis, before i beat him to death with my bare hands and i didnt even lose alot of health due to the energy theft perk)

There's this thing called the Northstar Client.
Beyond that I can't help besides "look this thing up".
Look up the Northstar client ,it re enables multiplayer on custom servers , i believe it is still active ,havent played TF2 in a while
