4:23 This place is for a 2nd type of raid that happens in the laboratory in the cold side of Hot and Cold. The boss is called Order (reference to Law, uses Control fruit). The microchip required is somewhere near the same building where you were and costs 1000 fragments. More details are in the wiki. He gives a zebra cap, 3 levels Koko sword (chance) and Core Brain (if fist of darkness is used) used to unlock cyborg race
Glitch: The door of the lab blocks once the raid starts but you can get inside using the Flash Step glitch, however the boss only activates and you can do damage (maybe) only when you're near to him and if all the people who were in the cylinders died (and you weren't in one of the cylinders when the raid started). Happened to me once.
Idk how you missed the raid other than the assumption that you grinded in hot and cold really fast (maybe using Buddha)

I found a hidden place under floating turtle but you need buddha to use it
How to do it:
Step 1 - try glitch under the map while transforming if it not work try again
Step 2 - find a cube thing and stand on it and it will say the spanish word i forgot what it says and my friend said that its the awakening place

4:19 this raid place is for doing the law raid(well it’s order raid but it’s the same thing right)you need to buy a special microchip in back of the smoker boss cave thing( smoke admiral) buy the chip for 1k fragments and start the raid
It gives out zebra cap and the kikoku sword (koko sword)
Zebra cap is a 100% drop chance but for kikoku I’m not sure
