Looks like they tighten up the process. 6 years ago i just went Aeon mall with my Cambodian ID and US driver's license. Filled out a standard form. Did an vision test, took head shot photo, and out the door in 15 minutes with a new 10 year Cambodian driver's license. Cost $10 total.
Bro, never mix your USA credentials with you Khmer credentials. If you are swapping DL's, then only show your USA DL and USA passport. It would have been a clean swap, pay fee and done. Dont ever show or tell them you are khmer citizen with Khmer ID card or Khmer passport. For some reason they cannot comprehend and do not know what to do. If you buy a house/car, do it as a full cambo (khmer ID, Khmer Passport etc) Don't mentioned or show them your USA details. Also side note: when foreigner transfer the DL over , they only have a 12 mth expiry date and have to renew each year. If you did it the Khmer way, the DL expiry is 10 years. Saves you 10 years of DL fees

If you are a foreigner it's even easier. You just need your licence and a letter from your local Sangkat. I think your duel citizenship made it more complicated than if you just went to AEON 2 as an American.

I think because my passport said born in Thailand they wanted additional paperwork.
I think if you have a legit cambodian car with papers, that opens the door to some pretty cool international road trips
