I think the reason Belle seems "happy" while she sings is because she has come to terms that Scrooge could not be happy with her. The book also says that she lets him go with a full heart.
This movie was dedicated not only to Jim Henson, but also to Richard Hunt, who played Scooter, Janice, Beaker, Statler, and several others. Hunt died just two years after Henson.
With regards to why "When Love Is Gone" is in some releases but not others, that stems back to a conversation between John Kratzenberg and Brian Henson. John's reservations for removing the song are similar to his wanting "Part of your World" removed from The Little Mermaid: restless children. However, the movie scored a 95 in preview showings, which is really good. So, Brian negotiated for the song to be removed from theatrical airings but to be reinserted into home video releases. They did the master for the home video release (which was done at around 600i, which was the highest resolution UK broadcasting could do) then cut and remixed it for the theatrical release. This is why some VHS tapes and LaserDisc releases have the song intact. However, when it came time for the DVD, they lost the original negative. It wasn't until the past year that they found a first print interpositive with the song still intact. So, with some remastering and restoring, they got it ready for the 2023 anniversary and made it available on the Disney+ platform.

to think I just gotten this movie on Blu-Ray and one of my favorite Christmas movies ever
