Protest is a constitutionally guaranteed right of citizens as long as it's peaceful. The main reason why Nigerians think of the federal government when it comes to protest is because we are not practicing true Federalism. The only way to end all these troubles is to return to regional system of government.

There is nothing the president can do to the govs, he cannot question them or sanction them. They have immunity till they leave the office. What the president can only do is to appeal to them to do the needful by doing what is right in their respective states.
Let the people protest in their respective states except if the protest does not have political undertones.
