In GTA III this is almost impossible to do because to start from Portland to go to shoreside Vail and take the train there and walking around in Portland and all the other areas at a certain point in the game all the gangs become hostile so it would be almost impossible to do this in GTA III you're literally have to fight your way from Portland to shoreside unless you use codes
So aad to know we can't use ferries as public transport because it was cut from the game before the release.
