Wendy's has actually offered breakfast multiple times throughout the years and has discontinued it/brought it back a few times. I think technically, the first breakfast sandwich Wendy's offered would've actually been in the mid-80s.
It was started in the 80's and discontinued and brought back numerous times. Also it wasn't at all locations. We had several in Georgia that did breakfast all through the 90's but most didn't.

My Wendy’s I worked at when I was a teenager was a test market for the current iteration of breakfast. With the potato wedges. That was in 2011
