Rwanda's vice-president Paul Kagame has expressed his delight that Zairian dictator Mobutu Sese Seko has been driven from office.
Kagame was speaking in Bonn on Wednesday after meeting Germany's Foreign Minister, Klaus Kinkel.
Rwanda's Vice President Paul Kagame came to Germany on Wednesday to discuss the aftermath of the fall of Kinshasa.
After amicable discussions with Germany's foreign minister, Klaus Kinkel, he gave a warm welcome to Laurent Kabila's new government.
Kagame declared his wholehearted support for a change of regime based on the consent of the local population.
And he added that the new Democratic Republic of Congo would have a much warmer relationship with Rwanda than the old Zaire.

"The changes relied on several factors. One of them is that first of all the change in Zaire has been supported by the population in that country. Second is that what has been happening in that country before these specific changes affected our own country (Rwanda) negatively"

The two men also discussed allegations that Rwandan Hutu refugees in Zaire had been targeted by advancing rebels.
Kagame said that the Rwandan government could accept no responsibility if atrocities had been committed.
