You fight a boss named "Keeper of the Old Gods" in the same level. He's at the Blue Cathedral bonfire. After the boss fight, he becomes an NPC that sells some items. One of those items is a horn, it's expensive though. 10k I think? Use the item on the platform at the bottom of the bridge (where the mini red phoenix attacks you) and it will summon this boss. There should also be a text prompt at the bottom of the screen suggesting there is a "secret".
