A petition regarding CM Arvind Kejriwal was heard in the Delhi High Court. In this petition, it was demanded that the CM should be given the facility to run the government from jail and the statements against him should be banned. But the court not only rejected the PIL but also imposed a fine of Rs 1 lakh on the petitioner who filed it.

It's very easy for you to say but it's not practical in real life. Consider a situation where an honest educated man is running up for MP or MLA seat. His Or her opponent can easily accuse him or her and can file a false case against him. Now according to your suggestion he should not be allowed to stand in elections. Now coming to the education part. I have seen many people who are very educated but they are horrible at leadership qualities and the vice versa is true. So High literacy can't be a metric to determine a person's caliber as a politician. It ultimately depends on the people, who they see as a better candidate, better leader. And it will take time because change happens gradually, over a period of time.Each successive generation is getting more education and I hope we will see a future where more people are aware about there country and there representatives.
