Quality is important in electronic ballasts, the same goes for mechanical ballasts. Vossloh Schave is a quality brand, but the ballast is similar to the ballast produced by Electrostart, is it a joint production?

No, it doesn't last on these old fixtures. Winter is extremely harsh in Sweden as well.
