Because the sheriff is an elected official. I'll tell you a little trick for self-defense that your wife may consider using. Is to keep a can of wasp spray handy. It actually works better than pepper spray. Because not only does it stun and blind the assailant, but eventually they'll have to go to a hospital or somewhere to get the antidote. It's cheap and easy to buy unlike some pepper sprays. My mom keeps a can by her bed at night. It's especially good for someone who is not real comfortable with a firearm.
