Sir I think in example 2
Ho = neta is less than or equal to 3
Whereas H1 = neta is greater than 3
Because in our question we check teachers claim not students claim and teacher claim is median time is at most 3 so our null hypothesis is neta is less than or equal to 3

But here the dataset following Normal Distribution then why we are using sign test we can use one sample t test?. the example is "How many hours do you study before a major Statistics test? ".

Critical value is taken from statistical table (look at any stat book else find statistical table of sign test on google)
