Everyone assumes Konami "has" to limit all the maximums, but if they didn't, the weaker ones being unlimited could lead to some interesting experimentation. Machines with Overlord, Warriors with Harpies/Vulcan in addition to Yamiruler, etc. The philosophy of "Limit every archetypal boss monster" has largely been superfluous since most archetype skills already do that. Dragias jumpscare can't happen in dedicated maximum decks.
I have always had the theory that Konami don't want the Maximum pile decks of OCG to be a thing in Duel Links, which is why we have all of them limited.
Konami rarely bans cards, especially in Rush, so I think Konami will just limit Type Change Beam (to 1, 2 or 3 depending on what other cards are hit). Also, Cyber Dragon still deserves a limit 2 imo (Cyber Assault Dragon makes the most sense). Otherwise, I think your wishlist is solid.
Imo: Cyber dragon: Gotta keep in mind that even though it makes twin easily, it does have the restriction of searching proto and fusion only once per duel, so... skill change - can only use non light machines if they have 1400 or less attack. (Remove golem) Metarion: ashurastar -> 3 Type change beam -> 3 Monster reincarnation -> 3 Or Reeeeeeee actor -> 2 Type change beam -> 2 This way it cant abuse ashurastars otk and pop, and it ensures that the otk is harder to get by. Otherwise, with them lim 2, it removes negate attack from the deck. Heroes: The main problem with the deck is that it cant go over the 2800 fusions, and since konami didnt give us neither skyscraper and burst wingman... Buff: increase the atk lowering part of the skill from 600 to 1000 to mimic skyscraper.
Cyber Twin Dragon -> Limit 2 (prevent from using Negate Attack) Imaginary Reactor -> Limit 3 (prevent abuse as a draw engine; used in all the decks that allow it)

There are only a handful of cards that actually do anything with light monsters and the most likely one to see play will just get a small attack boost.
They better change the Cyber Dragon skill to completely remove Ancient Gear Golem. It makes NO SENSE for that deck to have it there. Especially when the opponent can just tribute summon it in defense and you not being able to destroy it unless you can somehow go over 3000 attack turn one or waste your Tribute To The Doomed if you drew it.
those would be good hits, though i think you could get away with just putting type change beam to limit 2 if youre doing the same to reactor. personally i would like there to be a lot more unhits, i think it'd open up deckbuilding a lot if so many random cards weren't limited. things like dragias or innovator can stay but cards like willhel, blue fang, bright dragon, etc. feel like they never really got a chance to shine just because they were restricted for no real reason. a lot of the limit 3s seem like they were done to restrict good stuff dragias aggro decks and i really don't think those are on the verge of being oppressive at all.
Oh! Predictions about Rush's Banlist. Honestly, I'm surprised you didn't mention the Skills tied to those Decks: I feel like some of those Decks rely on the Skill (Metarion and Rush's Cyber Dragon) to make their plays or they are the reason why they are strong. - Let's start with Rush's Cyber Dragon, I feel that this is the most powerful Deck according to the Ladder and casual players (followed by Metarion). Even though there is evidence that it is a fraud Deck in Tournaments, people will still complain that they didn't touch anything from the Deck. Therefore, it would be better to cap Cyber Twin Dragon at 3 (basically their best Fusion Monster since Cyber End Dragon is, ironically, much less threatening). The other option would be to adjust the Skill to not allow Ancient Gear Golem or to limit Cyber Assault Dragon at 3 to hurt the Deck even more. - Then, we have LIGHT Galaxy Deck. I feel like for many people this will be the weakest Deck, especially compared to Rush's Cyber Dragon or Metarion. I say this because its playstyle is pretty predictable and when it no longer has win conditions, the Deck loses against other Decks. Honestly, rather than putting any card at the 3 limit to reduce its power/consistency, I would remove Secret Order from the Skill (there are precedents in Duel Links of Skills losing access to a card or monster: example, Photon's Skill with Galaxy-Eyes Photon Lord). Also, as someone mentioned, Zwijo's Deck will be a natural counter that will make the Deck lose strength. - Finally, we have Metarion. The Deck that everyone said needed its modern support to work better (as well as the rest of its Spell/Trap Cards), but that ended up being powerful to the surprise of many. I suggest a more malevolent nerf like Yuo: Sword Dancer and Type Change Beam limited to 1. This would be a good way to force players to drop Type Change Beam in favor of still having access to Ashurastar, the best Fusion Monster the Deck has. I am conflicted about Imaginary Reactor: on one hand, I feel that removing the ease of putting Monster Reincarnation in the GY that does the Skill would be enough to balance that Monster. On the other hand, Imaginary Reactor is used in other Decks because it allows for a Pot of Greed, but these Decks have never been strong or viable options. I say this because I feel that the main complaint about Metarion is the OTK Strategy with Type Change Beam and Ashurastar. - The rest of the Decks..... Well.... I don't think need to be touched since I feel that their Skills are balanced or need more support to be able to see if the Deck or the Skill will be a problem in the future. On the other hand, I agree with the idea of releasing many 3-limits to several cards in Rush's Banlist since I feel that their time has passed and not having the 3-limit would help their Decks (like Shock Dragon in that FIRE Dragon Deck with Secret Order) It remains to be seen what Konami will do next. Although... I'm not going to lie, it was nice to see Fusion's Debut be a success in Rush's Duel Links compared to the real Rush Duels format, where it was a disappointment or failure in the long run.
In tournaments it is out-performing every other deck by a lot. There are certainly games where you can't play the game due to not finding pieces, but these seem few and far between.
@Tomatosaurs inguess it's just my awful luck then. Cause I've been in like a 6-7 loss streak as I never get the pieces to perform a fusion and get out damaged by CyDras

I kind of disagree with the metarion hits suggested. I think metarion is already going to drop from the top spot once the dark galaxy box is released along with whatever traps are in it. The deck has pretty big weaknessess, and as long as we get a trap that can stop level 9 monsters, the otk will become much less frequent. I think a limit 2 on type change beam is all the deck really needs, as that will force them to choose between having a bad matchup into cydra due to their consistancy in making 2800 atk monsters, or a really bad matchup into light galaxy due to their protection from widespread ruin.
Hard disagree. We have no idea if we'll be getting any traps at all with the release of dark galaxy, and the dark galaxy cards themselves will likely be very weak compared to Metarion. We have never had a deck as dominant is Metarion is right now in the last year of Rush Duel Links so unless we can power creep it out of the format, the deck needs a substantial hit. The deck realistically does not actually have such a big weakness, or it would not be winning every tournament left and right.
@@Tomatosaurs I still use them and they get pretty good results. Some decent attack values and control effects. Alot of the top decks really struggle to out the Celestial Warrior Bosses. You do have to tailor your plays to the deck you face, though.

Steelstrike dragon was originally meant to be limited but was changed at the last minute. As for Miragias, I was a little bit worried about unhitting it. It can just end games on it's own if the board state allows it and it's fusion could be problematic in the future, so I'm thinking Konami might give it the Yamiterasu treatment and limit 3 the fusion along with miragias.
I think the hits in most certain about are seeing Reactor and TCB both going to limit 3 to cut off metarion from the cheese otk and also take reactor out of mirror innovator decks, and possibly twin dragon limit 3 so you make cydra slightly less consistent and once you’ve cleared the one twin dragon it’s gone for the rest of the game. One card I Would love to see personally on the list (but is unlikely) is talismanic seal array, that card alone steals so many games you have no business winning and it went from a means to out big monsters like maximums and what not to now a deck like cydra and metarion can just win and steal games you would’ve otherwised survived and makes games end so quickly because of it, not a limit 3 would personally love to see it limit 1 or 2
Pls don’t put Widespread to Limit 2, as a Bubble Era player I already can’t play the better Negate Attack since it conflicts w/ the limit on Seahorse Carrier. Unless they put Carrier to limit 3, of course ;)
at this point I just want some changes new additions, ANYTHING for rush duels... the format is miserable (I truly believe is worse than current speed duels due to the sacky nature of it), all otk decks, only 1 relevant trap card... the same 3 decks (galactica, cyber dragon and metaion) every game... I think that on top of a banlist, the game needs more powerful impactful traps, and move away from the otk centered strategies, it's time for cards like mirror force to be released so you can't just oonga boonga attack with everything, but now have to considere if you should put a monster in defense just in case they have mirror force... This is why I'm not fully sold on Rush Duels, because Konami forgets it exist, barely gets any updates or pvp events, and they seem to keep wanting the format revolving around otks, most of the time you have to sit there, waiting for your slow playing opponent (idk how that is even possible) to set up their otk while you just watch, waiting the inevitable or that they mess up because you didn't draw the 1 only playable trap card that could theoretically save you (and when you do draw it, the opponent always... ALWAYS, has they backrow removal)

TSA could get hit but it might end up being a big buff to maximum decks, would isn't necessarily a big deal, but it's something to be aware of.
Konami should hire you to make their Rush Duel Links banlist instead of putting everything to 3 just because 😂
