You go to many hawker centers, and the stalls that are closed are under long-term, subsidised rent. The rent is low enough that the stall operators can run the stalls for a few days and make enough money to close for the rest of the week. So it is clear that having low rent does not solve the issue of vacant stalls, in fact, it can exacerbate the situation.
