As far as I can tell Truth is only Universal Strength, the gods that are reacting are maybe Planetary Strength
It depends truth represents the laws of the universe so he would theoretically be the strongest being in any universe think of him like the Laws of reality as long as truth resides within a world theoretically he’s the strongest being since everything exists by the laws of reality or don’t exist but that power can’t extend outside his current universe

Scarlet Emperor: Seriously their boasting makes me want to let threats like the Flood, Combine, Tyranids, Zerg, Chaos Gods and the Warp, and many other dangers take over that omniverse then I can destroy it like I've been destroying omniverses, multiverses, universes because of those threats.
