Those children were reserves in case something happened to Shigaraki, “ A garden of hate-filled seeds, receptacles of the demon king (aka AFO) ” - Toya was meant to be one of them, but he was too old to be influenced/manipulated, Dr. Garaki said it himself in the manga. So he would probably find some child among them to replace Shigaraki (Tenko), and Dabi wasn't the main focus of AFO plans.

Actually I think he would do the same work as Lady Nagant when she joined the Hero Public Safety Commission, where she had to work as an _assassin to kill outlaws_ . Secretly killing corrupt Heroes and Villains under the people's eyes, to preserve society's “peace”.

its rare for anyone to have more than one quirk,shoto and dabi are rare enough, deku is just the main character so it'd be impossible for someone to have three-four quirks.
