Anyone can brew alcohol but nearly all drinkers buy it instead. Same will happen when cannabis is commercialised, virtually all smokers will buy it because it's more convenient.
Do you even know how many millions the governments could gain from the legalization of soft-drugs? And how many they could save without chasing illegal traffic and delealers around the streets?
Of course you can't drive a car if you are under influence of drugs, even in the country where you can buy it legally
